Rule 111
Consideration and Decision on Appeal

(1) If the appeal filed by an employee against the above departmental punishment order is not reached in accordance with Rule 110, the officer hearing the appeal may refuse to accept such appeal.
(2) In all appeals filed other than those rejected in accordance with sub-rule (1), the hearing officer shall consider the following matters:-
(a) whether the facts relied upon in the order of punishment have been proved or not,
(b) Whether the facts proved are sufficient to warrant conviction,
(c) What is proper, adequate, inadequate or excessive in punishment?
(3) After consideration in accordance with sub-rule (2), the officer who hears the appeal may give a final order confirming or canceling the sentence given to the appellant or reducing such sentence.
